PayPal Prepaid Mastercard Closed — the Debit Card Is Not

Cancelling the wrong card is the risk on this page
  • Read the name on the card before you cancel anything. One product closed and the other did not, and only the words on the plastic tell you which you hold.
  • HelpMeLogin is not PayPal, Netspend or The Bancorp Bank. This site holds no credentials, cannot read a balance, cannot issue a refund and cannot close an account.
  • A closure notice is perfect cover for a fake refund email. Anyone offering to process your balance faster, in exchange for card details, is not doing you a favour.
  • Type netspend.com yourself. A programme that has just moved leaves thousands of people searching for a new address, which is the moment a lookalike domain pays.
  • Nobody legitimate needs remote access to your computer to refund a prepaid balance.

The PayPal Prepaid Mastercard closed on 30 April 2026, and the PayPal Debit Mastercard did not. Those are two different products, and PayPal's own notice says the debit card is unaffected. Cancelling it because you read that a PayPal card was closing is the expensive mistake here. Prepaid holders were told to move to Netspend by activating a Netspend Prepaid Mastercard, or to take a refund. Netspend answers on 866-387-7363.

Netspend, where servicing moved →The successor programme's own site. HelpMeLogin is independent and is not affiliated with PayPal, Netspend, The Bancorp Bank or any company named on this page.

How it works

  1. Read the words on your card first

A card reading PayPal Prepaid Mastercard belongs to the closed programme. A card reading PayPal Debit Mastercard does not. Every other decision here depends on which of those two describes the plastic in your hand.

  2. Leave the debit card alone

PayPal's notice says outright that the debit product is unaffected. Cancelling it in response to closure news costs you a working card and gains you nothing whatsoever.

  3. If it is the prepaid card, pick transition or refund

The two published routes were activating a Netspend Prepaid Mastercard to carry the account across, or taking the balance as a refund. Both appear on paypal.com/prepaid.

  4. Send everything afterwards to the successor

Servicing questions go to netspend.com or 866-387-7363. There is a published postal address in Austin, and customerservice@netspend.com for email.

  5. Trust the company page over the register on this one

Three prepaid agreements still show as Active at the Consumer Financial Protection Bureau while the marketing page carries a closure date. That reverses the usual position.

If something goes wrong

I read the PayPal card is closing and want to cancel mine

Cause
Two different PayPal-branded cards exist
Fix
Only the prepaid programme closed. PayPal states that the debit product is unaffected, so cancelling that one throws away a card nobody asked you to give up.

My prepaid card stopped working

Cause
The programme closed on 30 April 2026
Fix
Two routes were published: transition the account by activating a Netspend Prepaid Mastercard, or take a refund of the balance.

The regulator's database still lists my agreement as Active

Cause
The register is behind the company's own page
Fix
Three prepaid rows remain Active and three are marked WITHDRAWN. On this product the marketing page carries the closure date and the filings have not caught up.

I cannot find a balance anywhere

Cause
Servicing moved to the successor
Fix
Go to netspend.com, or call 866-387-7363. The old prepaid pages no longer lead to an account.

I need to write to somebody about a refund

Cause
A postal route is published
Fix
Netspend gives an address in Austin, Texas, alongside customerservice@netspend.com. Both come from the successor's own contact details.

Is the money in my PayPal balance affected?

Cause
Those are separate filed products
Fix
The "PayPal Cash and PayPal Cash Plus" agreement and the "Venmo Account" agreement, both filed by PayPal, Inc., remain Active. Nothing in this closure reaches them.

What’s fixed, and what actually varies

The closure is settled. What differs is which card a reader is holding and which source they checked.

Fixed

  • The PayPal Prepaid Mastercard is closed as of 30 April 2026
  • The PayPal Debit Mastercard is a separate product and is unaffected
  • The Bancorp Bank, N.A. issued the closed card, with Netspend managing it
  • 866-387-7363 and customerservice@netspend.com reach the successor
  • "PayPal Cash and PayPal Cash Plus" and "Venmo Account" filings remain Active

Varies

  • Whether a holder transitioned to Netspend or took the refund
  • What the register shows on any given day, since three rows are Active and three are WITHDRAWN
  • Which of the two PayPal-branded cards a search result is actually describing

Look at the card. The word Prepaid or the word Debit sits on the front, and it decides everything else here.

How compares

Four prepaid programmes, and four different answers to the question of who services them now.

Checked against first-party pages and the CFPB prepaid agreement database on 4 September 2026. A filed agreement can outlive the product it describes.

Two cards from one brand can share a name and share nothing else. The word between the brand and the network is the whole message.

The card that closed, and the card people cancel by mistake

Start with the sentence that saves money. The PayPal Debit Mastercard is a different product from the PayPal Prepaid Mastercard, and it is unaffected. PayPal's own notice says so. Somebody who reads a headline about a PayPal card closing, opens the app and cancels the card they use every week has solved a problem that was never theirs.

The closure itself is real and narrow. paypal.com/prepaid states the prepaid programme is closed as of 30 April 2026. Holders were given two routes: "Transition your existing account to Netspend by activating the new Netspend Prepaid Mastercard", or take a refund of the balance. The card was issued by The Bancorp Bank and managed by Netspend throughout, so a transition keeps the same manager and drops the PayPal name from the front.

Everything afterwards runs through the successor. That means netspend.com, the phone line on 866-387-7363, a postal address in Austin, Texas, and customerservice@netspend.com for email.

Now the awkward part, which reverses the advice this site usually gives. The Consumer Financial Protection Bureau register still shows three PayPal Prepaid agreements as Active: "Instant Issue – Direct", "Blackhawk – Instant Issue" and "Blackhawk Personalized". Three more are marked WITHDRAWN: "Instant Issue – Retail", "Personalized Direct" and "Personalized Retail". A regulator's record is normally the stronger source, because a company can quietly delete a page and a filing cannot be quietly deleted. Here the register lags. The closure date sits on the company's own marketing page and the filings have not caught up with it, so on this one product the marketing page is the more current evidence, and anybody citing the register alone would tell a cardholder the opposite of the truth.

One last thing, for the same reason. The filed agreements for "PayPal Cash and PayPal Cash Plus" and for the "Venmo Account" remain Active. Different products, different filings, untouched by any of this.

Questions people ask

Is my PayPal Debit Mastercard closing?

No. PayPal's notice states that the debit product is unaffected. Only the prepaid programme closed.

When did the PayPal Prepaid Mastercard close?

30 April 2026, according to paypal.com/prepaid. Holders were offered a transition to Netspend or a refund of the balance.

Who issued the PayPal Prepaid Mastercard?

The Bancorp Bank, N.A., with Netspend managing the programme. That manager is the one still standing after the closure.

Where do I check a balance now?

At netspend.com, or by calling 866-387-7363. Written enquiries go to the Austin address, and email to customerservice@netspend.com.

Why does the CFPB still show these agreements as Active?

Because the register lags the company's page here. Three rows are Active and three are WITHDRAWN, while the closure date is published by PayPal itself.

Which source should I trust on this card?

Unusually, the company's own page. It carries the closure date; the filed agreements have not been updated to match.

Does this affect my PayPal or Venmo balance?

No. Those agreements are filed separately by PayPal, Inc. and both remain Active, covering different products entirely.

What is a Netspend Prepaid Mastercard?

The card holders were told to activate in order to carry an existing account across. It is the successor product named in the transition wording.

HelpMeLogin is an independent informational site. It is not PayPal, not Netspend, not The Bancorp Bank, and not a bank or financial adviser. Nothing here is financial advice, and your own cardholder agreement governs.
